Goal
  • The Foreign, Commonwealth and Development Office (FCDO) is seeking to commission a systematic review (SR) of the research literature on the effects of climate change and environmental degradation on children's learning in low- and middle-income countries (LMICs).
  • Systematic reviews are a type of literature review that requires standards of rigour equivalent to those of primary research. Systematic reviews :
    • Use explicit and transparent methods,
    • Are a search following a standard set of steps,
    • Are accountable, reproducible and updatable, and
    • Involve users to ensure that a review is relevant and useful.
  • This SR aims to :
    • Identify the actual and potential direct and indirect effects of climate change and environmental degradation on children's learning in PRFIs,
    • Identify the mechanisms by which climate change and environmental degradation have an impact on learning in PRFIs,
    • To assess what is known about the nature and extent of these effects on learning in IFRPs and, although not the main focus of the review,
    • Identify effective approaches to mitigate or remedy the effects of climate change and environmental degradation on learning in IFRPs.

Research questions and scope
  • The FCDO has identified the following priority issues for the review. The review team should discuss the research questions with the FCDO, challenge where appropriate and finalise the research questions as part of the development of the review protocol.
    • What are the actual or potential direct or indirect negative effects of climate change and environmental degradation on children's learning in PRFIs?
    • Looking across all sectors (health, nutrition, social, infrastructure, livelihoods, growth, water and sanitation), what are the mechanisms or pathways through which climate change and environmental degradation actually or potentially affect, directly or indirectly, children's learning in LMICs?
    • What do we know about the nature and extent of these effects on children's learning in PRFIs?
    • What promising interventions promote learning resilience (whether at individual, community or systemic level)?

  • The total funding available for this review is £120,000.
Expected approach
  • Systematic review
    • The steps involved in developing a SR include :
      • Finalise research questions, scope and key terms and concepts
      • Systematically search and filter research literature
      • Extract and code data from identified studies
      • Critical evaluation of relevant studies
      • Produce transparent analyses and reports
    • The research team will need to conduct and report the research in accordance with the relevant methodological standards. There is a range of guidance available for systematic reviews, including preferred reporting elements for systematic reviews and meta-analyses. The Systematic Review Toolkit provides a repository of guidance and tools for undertaking reviews. systematic. Some journals may require SR to be conducted and reported in accordance with their publication guidelines.
  • Coproduction
    • A successful RH will involve CDFO decision-makers in the design and implementation of the research. As a minimum, the research team will:
      • Understand the need for research, how it is intended to be used in the FCDO and ensure that the review asks the right questions to meet the policy need.
      • Involve users in developing the protocol and finalising the research results to ensure that the RH meets needs.
      • Helping users to assimilate and apply research results in their decision-making, for example by developing complementary products and providing advice.
    • Research teams are encouraged to propose and explore other ways of involving users in the design and development of research, including creating opportunities to build skills in systematic review methods among CDFO staff. Research teams are also encouraged to identify and involve users outside the FCDO in the work.
