The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking proposals from not-for-profit organisations to improve knowledge, practices and capacities for better recovery, rehabilitation and reconstruction.

Goal

This project aims to support the functions and activities of the Secretariat for the International Recovery Platform. The responsibilities of the Secretariat are defined in accordance with the IRC Strategic Framework, as delegated and approved by the IRC Steering Committee. These responsibilities are as follows:

  • To provide secretarial services to the Steering Committee, including the organisation of Steering Committee meetings, the preparation of agendas, minutes, reports and information documents;
  • To facilitate the development and implementation of the PRI's work plan, monitor the progress of activities and prepare a detailed year-end narrative report showing contributions in cash and in kind;
  • Under the direction of the Chairman, to facilitate the necessary communication between the members of the IRC Steering Committee between Steering Committee meetings;
  • Under the direction of the Chair or Co-Chair, represent the IRC at conferences and meetings organised by members or partners;
  • Organisation of International Oversight Board events, including the International Recovery Forum, and participation in international and regional events, including the Global Platform for Disaster Risk Reduction, in accordance with the approved work plan or as agreed by the Steering Committee;
  • Monitor progress on actions agreed at meetings, including external communications with other stakeholders. For the purposes of monitoring the progress and impact of the collective work of the Internal Control Commission, the Secretariat will develop and monitor a set of key indicators for the Internal Control Commission platform;
  • IRP knowledge and communication management by
    • Share information with the IORP community of practice;
    • Create the web platform and facilitate the "IRP community of practice";
    • In partnership with the IEC, network members examine, develop and disseminate tools and knowledge products;
    • Development of a communications strategy and communications materials, including the regular publication of a newsletter;
    • Maintaining and updating the IRP website;
    • Administer the IRP recovery assistance service in accordance with the terms and conditions approved by the IRC Steering Committee.
  • Management of the human resources, property and office facilities of the IRP Rights Audit Commission Secretariat.
Information on funding

The duration of the proposed project may not exceed 12 months. The maximum amount requested from UNDRR for the implementation of this project may not exceed USD 105,000.

Project activities may include, but are not limited to, the following:

  • Seminars, workshops, training courses;
  • Capacity-building activities;
  • Institutional strengthening and
  • Advocacy

The following types of activity will not be covered:

  • capital expenditure, such as land, buildings, equipment and vehicles;
  • Individual grants for studies or training courses;
  • Support political parties; and
  • Subcontracting.
Results

The project is expected to make measurable progress towards achieving the following three strategic objectives of the IRP and the four areas of work specified in the IRP Strategic Framework.

  • Proactively contribute to the implementation of the fourth priority of the Sendai Framework for Action and lead discussions on the issue of building back better in international forums;
  • Promote collaboration and cooperation between global and regional partners on the issue of building back better in recovery, rehabilitation and reconstruction;
  • To promote a shared understanding of a common strategic approach to building back better between PRI partners.
