UNESCO has launched a call for applications to the International Fund for Cultural Diversity (IFCD) to generate concrete and sustainable results for the development of the creative sectors in developing countries that are parties to the 2005 Convention.

Its objective is to foster the emergence of dynamic cultural sectors in developing countries that are parties to the 2005 Convention, by strengthening the means to create, produce, distribute and have access to various cultural goods and services. As a multi-donor fund, the IFCD promotes South-South and North-South cooperation, while contributing to the achievement of the objectives of the Convention. development sustainable development, including gender equality and poverty reduction.
The IFCD invests in projects that lead to structural and sustainable change through :
- The introduction and/or development of policies and measures that have a direct effect on the creation, production, distribution and access to a diversity cultural expressions, including cultural goods, services and activities
- Building the human and institutional capacity of public sector and civil society organisations to support industries and markets cultural in developing countries.
Areas of intervention
- Projects can be cross-cutting (cultural policies or strategies, copyright, etc.) or sector-based. There are seven eligible sectors:

- Allowances will be sent in several instalments:

- Midway through the project: 30 %
- Project completion: 20 %

Eligible projects
- Projects submitted by public authorities and institutions which :
- Developing decision-making and planning tools (mapping, sustainable statistical collection and processing systems, sector strategies, etc.).
- Create and/or strengthen public cultural bodies and institutions essential to the development of cultural industries, including the development of expertise among civil servants.
- Setting up and/or strengthening funding and market development mechanisms for cultural goods and services
- To implement international cooperation agreements and treaties aimed at a more balanced exchange of cultural goods and services.
- To create and/or strengthen the teaching and organisational capacities of educational, vocational and technical training establishments in the cultural and creative sectors
- Promote the development of cultural industries in the digital environment, in accordance with the roadmap for the implementation of the European guidelines on cultural industries. directors for the promotion of the diversity of cultural expressions in the digital environment
- Strengthening participation in cultural life, in particular measures to promote the involvement of vulnerable groups (including persons belonging to minorities and indigenous peoples) in the creation, production, distribution of and access to diverse cultural expressions.

- Projects submitted by non-governmental organisations (NGOs) that :
- Strengthen the capacity of civil society by focusing on participation in policies, communication and/or networking.
- To help inform policy development, including monitoring and evaluation activities to determine the impact of cultural policies and measures to promote cultural industries.
- Strengthen the teaching and organisational capacities of educational, vocational and technical training establishments in the cultural and creative sectors
- Create new funding opportunities and promote access to national and international markets for cultural goods and services.
- To promote the development of cultural industries in the digital environment, in accordance with the roadmap for the implementation of the guidelines for the promotion of the diversity of cultural expressions in Europe. the environment digital

- Projects aimed exclusively at producing cultural and artistic works and events
- Projects to safeguard intangible cultural heritage
- Projects related to tangible cultural heritage, including World Heritage sites
- Projects to offset a deficit, repay a debt or pay interest
- Projects exclusively financing permanent workspaces and/or equipment
- Projects designed as scholarships or grants for personal needs
- Projects financing the physical construction or restoration of buildings
- Projects focusing on primary and secondary schools
- Projects supporting ongoing activities with recurring costs
- Projects focusing on cultural tourism

- Public authorities and institutions in eligible countries (developing countries, Parties to the 2005 Convention).
- Non-governmental organisations (NGOs) from eligible countries (developing countries, Parties to the 2005 Convention).
- International non-governmental organisations (INGOs) registered in countries party to the 2005 Convention.
