Combating child labour in West African agriculture

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $4,000,000 in total costs (subject to the availability of federal funds) for 1 cooperative agreement to fund Phase I of a technical project. assistance project in West Africa to enhance the work of the Economic Community of West African States (ECOWAS) Commission and ECOWAS Member States in combating child labour, with a focus on agriculture.

LAB leads the U.S. Government's (USG) efforts to improve working conditions and combat labour exploitation around the world. LAB's mission is to promote a level global playing field for workers in the United States and around the world by enforcing trade commitments, strengthening labour standards and combating international child labour, forced labour and human trafficking. ILAB's Office of Child Labor, Forced Labor and Human Trafficking (OCFT) works to eliminate child labor, forced labor and human trafficking through international research, policy engagement and technical cooperation.

Information on financing

The duration of Phase I of the project will be a maximum of 48 months from the effective date of the grant. Following the conclusion of Phase I, USDOL will consider awarding a second phase of the project of approximately USD 4,000,000 in total costs, reflecting a potential total project budget of approximately USD 8,000,000 over approximately eight years.

Results Child labour
  • The two phases of the project will aim to achieve the following results:
    • Outcome 1: Increased capacity of ECOWAS to implement the ECOWAS Regional Plan of Action to eliminate child labour.
    • Outcome 2: Increased mobilisation of ECOWAS Member States to implement national action plans to eliminate child labour.
    • Outcome 2.1: Improved legislative, policy and enforcement environment for national action to combat child labour.
    • Outcome 2.2: Increased action by communities to develop and implement community action plans to reduce child labour in agriculture.
    • Outcome 2.3: Increased access to education, livelihoods or other forms of social protection in farming communities.

  • The following organisations are eligible to apply:
  • American organisations :
    • Not-for-profit organisations, including faith-based or community organisations
    • Public / state-controlled higher education institutions
    • Private higher education establishments
    • Profit-making organisations
  • Non-American organizations :
    • Non-US entities, including IOPs,
Ineligible Fight child labour
  • The following types of organisations are not eligible to apply or to participate as sub-recipients/contractors:
    • Organisations designated by the US government as being associated with terrorism.
    • Organisations designated by the US government as having been excluded or suspended.
    • Organisations planning to charge fees (profits) associated with a project funded by a USDOL grant.
    • Foreign governments and entities that are agencies or operated by or for a foreign state or government are not eligible. However, they may be eligible to participate as sub-recipients in certain cases, subject to USDOL approval.
    • NOTE: If an exception to this sub-recipient eligibility criterion may be appropriate, the application must include a detailed justification for the possible exception. USDOL funds are not intended to duplicate existing efforts of foreign governments or to substitute for activities for which those governments have already assumed responsibility. The USDOL will make eligibility decisions on a case-by-case basis after receiving the application.
