African Union summit on industrialisation and economic diversification

Applications are now open for the African Union Summit on Industrialisation and Economic Diversification, which will be held under the theme "Industrialising Africa: a renewed commitment to inclusive and sustainable industrialisation and economic diversification".

Since 2018, Africa Industrialisation Day has been commemorated with week-long events, marking a break with the one-day tradition, and which offers more time to reflect and accelerate actions towards Africa's structural transformation, as a catalyst to achieve the goals of Agenda 2063, and SDG, 2030.

Objectives

The specific objectives of the African Union Summit on industrialisation and economic diversification are as follows:

  • Decide on a renewed continental policy framework on Africa's industrialisation aimed at rallying the continent's determination and commitment to a bold set of policy and investment actions to accelerate the continent's industrialisation drive.
  • Strengthen the development of regional industrial value chains to clearly articulate Africa's quest for industrialisation, job creation and entrepreneurship opportunities for Africa's MSMEs, youth and women in the context of current and emerging continental and global socio-economic trends.
  • Provide high-level political support to drive a globally competitive African industrialisation agenda through public-private alliances, at national, regional and continental levels, and aligned global policy coherence, coordination and linkages, investment financing. This should take full account of current and emerging key cross-sectoral needs, including energy and water, education and training, science-technology and innovation, climate change, environmental resilience and crisis management.

The Summit on Industrialisation and Economic Diversification of Africa will be organised under the theme "Industrialisation of Africa: a renewed commitment to inclusive and sustainable industrialisation and economic diversification".

      • Industrialisation and the AfCFTA - achieving interdependence Industrialization (manufacturing and market services) and AfCFTA (markets and trade) are mutually reinforcing
      • Industrialisation, government fiscal capacity and job creation Africa-industrialisation - in expanding the continent's fiscal capacity (i.e. contribution to GDP) as well as creating jobs and entrepreneurial opportunities for Africa's young populations
      • Technological innovations and organisational capacity to stimulate improved and competitive industrial performance Africa's industrial capabilities (Industry 4.0 readiness, organisational efficiency, skills) in Africa's economic sectors: mining, tourism, ICT and financial services, arts and culture, agro-industry, fisheries, aquaculture and marine industries.
      • Regional industrial value chains Leveraging regional value chains to optimise the continent's industrial capacity throughout the implementation of the AfCFTA
      • Partnerships and alliances to make Africa's industrialisation a reality : Rally national and international public-private partnerships to improve planning and implementation capabilities for accelerated and broad-based industrial growth in Africa.
      • Industrialisation in Africa - multi/trans-sectoral approaches as a key condition for success : Aligning the key cross-sectoral conditions and policies for success: Energy security, Institutions, Policies and legislation, Human capital - skills and intellectual capacity, Environmental resilience and Climate change Industries)
      • MSMEs run by young people and women to promote success in Africa Industrialisation : Africa-Industrialisation and special cross-cutting drivers for sustainable success: Young people, micro, small and medium-sized enterprises, women, competitiveness, urban-rural transitions,
      • Resource governance and mobilisation of financial and non-financial resources for Africa-Industrialisation Reducing risks in Africa-Industrialisation, catalysing national and international investment, technology transfer and local innovation to boost Africa's industrial growth
      • Indigenous knowledge and the industrialisation of Africa Protecting indigenous African knowledge with intellectual property rights to make it an integral part of Africa's industrialisation.
      • Medical products industries in the post COVID-19 zone with a particular focus on the pharmaceutical industry.
Results

At the end of the Summit, there will be a Declaration by the Heads of State and Government. The Summit will also provide an opportunity for;

  • Renewed high-level political will and commitment to accelerate Africa's industrialisation in parallel with progress on the AfCFTA provisions
  • Political decision for an AU-led broad cross-sectoral consultation to develop an updated, achievable and results-oriented policy framework for Africa's industrialisation, taking into account the gains and lessons learnt from the continent's experiences, taking into account global trends, with particular attention to the continent's inclusive social and economic development priorities; and
  • Agreement on a pact between governments and the African private sector, academia and civil society to bring about the desired and aligned policy decisions, investment financing, institutional and human capital dedicated to Africa's industrialisation, in order to boost prospects for the implementation of the AfCFTA.

  • The Summit on Africa's Industrialisation and Economic Diversification will bring together the African Union Commission and its organs; Heads of State and Government; African Ministers responsible for Industry, Trade, Mines and Investment and other relevant Ministries; Heads of International Development Institutions, including UN Agencies; Chief Executive Officers of Regional Economic Communities; Regional and International Development Finance Institutions; representatives of the private sector, civil society, youth, women and other stakeholders involved in the industrialisation of the continent.
