The Bureau for Democracy, Human Rights and Labour (DRL) is announcing a request for Statements of Interest (SOI) from organisations interested in submitting SOIs for programmes that support the policy objective of supporting Internet freedom.

SOIs requesting less than 500,000 $ or more than 3,000,000 $ may be considered technically ineligible.

Priority regions DRL FY22 programme Internet Freedom

Global or regionally focused SOIs will be considered. Applications should prioritise work in repressive internet environments. Technology development SOIs should have clear regional human rights use cases and deployment strategies for the target region(s). SOIs focused on digital security, advocacy and research should also have region- or population-specific objectives and priorities, based on clear local knowledge and expertise.

Eligibility criteria DRL FY22 Internet Freedom programme

Organisations submitting SOIs must meet the following criteria:

  • Being a organisation not for profit/non government (NGO) based in the United States or abroad or a public international organization; or
  • be a private, public or state higher education institution; or
  • Be a profit-making organisation or company;
  • Have existing active partnerships or the capacity to develop active partnerships with thematic or in-country partners, relevant entities and stakeholders, including private sector partners and NGOs; and
  • Demonstrable experience in the administration of successful and preferably similar programmes. DRL reserves the right to request additional information from organisations that do not have experience in administering federal awards. Such applicants may be subject to limited funding on a pilot basis.
