The purpose of the call for expressions of interest is to solicit the interest of existing or potential implementing partners who wish to participate in UN-Habitat operations and contribute additional resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to the achievement of the common objectives described below and subsequently agreed upon in a cooperation agreement

Brief history of the project

(State the purpose, main goal and specific objectives of the project)

In order to advance integrated solutions for urban internal displacement in Burkina Faso, the United Nations Human Settlements Programme (UN-Habitat), with the support of the European Union's Peacekeeping Support Instrument (PSI), is implementing a project to "Strengthen the resilience of local communities to massive population displacement and the Covid-19 pandemic" in the Centre-North (Kaya, Kongoussi and Tougouri) and Sahel (Dori) regions.

In coordination with the Ministry of Urban Planning, Housing and Cities (MUHV), the project will

- (i) increase the institutional and operational capacities of the municipalities affected by the influx of people in order to better respond to the challenges generated by these massive and unexpected arrivals of people;

- (ii) increase access to basic social services (school, health, drinking water and sanitation) and adequate housing for vulnerable communities (IDPs and local populations) in the face of strong pressure from unprecedented population growth;

- (iii) contribute to the strengthening of the socio-economic and health resilience of vulnerable IDP and indigenous communities, in particular women and girls, through income-generating activities;

- (iv) strengthen social cohesion, peaceful coexistence, the reduction of stigmatisation of vulnerable communities and ultimately the consolidation of peace, and

- (v) reduce the environmental impact of the humanitarian crisis.

Centred on participatory planning approaches that place the beneficiary populations and local and regional administrative services at the heart of its implementation strategy, the implementation of the project in the cities of Kaya, Kongoussi, Tougouri and Dori is based on the establishment of Municipal Urban Resilience Units (CMRU) for each city with the support of certain local associative structures (CSOs or local NGOs).

The implementation of certain activities related to the reinforcement The project will be carried out by associations in the North Central and/or Sahel regions with proven experience in carrying out activities in the context of a humanitarian emergency, and will focus on the socio-economic and health resilience of vulnerable populations (IDPs as well as local populations) and the reduction of the environmental impact of the security and humanitarian crisis.

The call for applications is published to find a local association structure (Civil society organisation or local NGO) to support the achievement of the objectives, expected results and mission. The implementing partner will be invited to propose a methodology and activities to strengthen the socio-economic and health resilience of internally displaced populations and vulnerable local communities and to reduce the environmental impact of the security and humanitarian crisis in coordination with the Municipal Urban Resilience Units (CMRU) in the communes of Kaya, Dori, Kongoussi and Tougouri. Main activities and achievements :

The implementing partner will undertake the main activities (but not limited to) the following:

  • Propose a methodology and activities to achieve the following objectives:

- Increase the entrepreneurial capacity of vulnerable women and girls from internally displaced populations and indigenous communities to develop and implement income-generating activities;

- Supporting women and girls in setting up income-generating activities in Kongoussi, Kaya, Dori and Tougouri;

- Contribute to the mitigation of risks related to gender-based violence for IDP and local communities;

- To contribute to raising awareness of the health risks in precarious living conditions in both temporary accommodation sites and informal settlements in general and the spread of the COVID-19 pandemic in particular;

- Strengthen the knowledge and skills of local communities and project beneficiaries on environmental mitigation.

 

The main results expected of the selected entity are as follows:

- Women and girls from local communities and internally displaced populations are trained in priority income-generating activities and enterprise development to increase their socio-economic autonomy in Kaya, Dori, Kongoussi and Tougouri;

- Micro-cluster initiatives of local businesses are launched to promote cooperation between local communities and internally displaced populations;

- Awareness campaigns to increase the attention of local communities on hygiene, public sanitation, environmental issues and in particular around the Corona virus pandemic (COVID-19) are implemented in the four cities;

- Capacity building activities for the promotion of environmental protection and on how to use green economy initiatives are carried out for the benefit of local communities and specifically for local populations and displaced people living in the newly developed neighbourhoods built under the project in each city.

 

Responsibilities of the selected entity :

The civil society organisation (CSO) or non-governmental organisation (NGO) that will be selected for service delivery will work closely with the Municipal Urban Resilience Units (MURUs) to advance the implementation of the above activities, including

- Propose an adequate number of trainees in line with the training methodology;

- Define, together with the CMRUs, the criteria for selecting beneficiaries for capacity-building actions in income-generating and other activities (if applicable);

 

A, Building socio-economic resilience :

- Identify appropriate income-generating activities for women in vulnerable situations (both local populations and displaced persons), adapted to the local context (including security and humanitarian crisis situations and existing skills), (including those under B);

- Organise consultations with each CMRU to validate the lists of proposed activities for income-generating activities;

- Develop training modules around the identified promising income-generating activities;

- Facilitate micro-clusters of enterprises focused on creating a productive alliance between local and displaced women.

 

B, Environmental protection, green jobs and the green circular economy ( including waste recovery and greening of urban spaces)

- Organise training sessions on the management chain (collection, sorting and recycling) of household waste for the inhabitants of the project's neighbourhoods and introduce business development opportunities around waste management and environmental protection);

- On the basis of the training, equip community groups (local housing and waste recovery cooperatives) with equipment for the collection, sorting and recycling of waste;

- Design and organise awareness-raising activities (e.g. in schools, which have benefited from the project's investments and for women beneficiaries of the project) on the importance of environmental protection;

- Acquire and install litter bins in public spaces in the areas benefiting from the implementation of the project;

- Organise planting and maintenance activities of green spaces in public areas in or near the project neighbourhoods, upon proposal and in coordination with the CMRU.

 

C, Reducing and preventing gender-based violence

- Organize forums and/or community awareness-raising activities on GBV in informal settlements with a high concentration of IDPs and within TSS (e.g. theatre sessions or similar);

- Develop a communication strategy around GBV, including designing and disseminating key messages to be disseminated in the local media on GBV risks (including in local languages) or information materials around GBV;

- Organise training sessions for actors at the regional and provincial levels (Kaya, Kongoussi and Dori) on how to reduce GBV in their areas of responsibility.

 

D, Hygiene and Public Health

- Organise awareness campaigns for IDPs and indigenous communities on good hygiene and sanitation practices adapted to their current living environment (with limited access to water and sanitation);

- Design and disseminate relevant messages on good environmental public health and hygiene practices;

- Organise activities on public health actions in schools, health centres, green spaces, public gardens, etc., including the impact of environmental degradation on health;

- Organise, in conjunction with regional and/or provincial health services, awareness campaigns to prevent the spread of Covid-19 ;

- Provide communities with materials to reduce the spread and prevent Covid-19.

 

Risk analysis

(Indicate the risks associated with this project and the mitigating factors)

- The highest risks for the whole project, including the implementation of the proposed activities, are caused by the deteriorating security situation in the North Central and Sahel region, which could considerably reduce the accessibility of the project sites. Although not really a good option in the context of Burkina Faso, online trainings supported by UN-Habitat urban experts and CMRU in the project sites could be an option, in case facilitators might not be able to be physically present in the project sites.

- Measures imposed to reduce the spread of COVID-19 could reduce the number of participants. This could be mitigated by using training facilities, which allow for physical distancing and other protective measures. During activities, masks will need to be provided.

Remarks :

  1. The organizations interested parties must provide information indicating that they are qualified to perform the services (brochure, description of similar assignments, experience in similar conditions, availability of appropriate skills among the staff, etc.).
  2. The call for proposals and accompanying documents must be received in accordance with the instructions provided. A call for proposals submitted to an e-mail address other than the one specified will not be considered.
  3. Applicants who do not provide the complete information necessary to meet the basic eligibility criteria will be considered ineligible.
  4. A call for proposals received after the above deadline will not be considered
  5. Organisations will be selected in accordance with the procedure set out in the Intellectual Property Management Policy and Standard Operating Procedures UN-Habitat.
  6. Applicants who do not provide the requested information will not be considered.
  7. This call for proposals does not imply any commitment on the part of UN-Habitat, financial or otherwise. UN-Habitat reserves the right to accept or reject any or all proposals without incurring any obligation to inform the applicant(s) concerned of the reasons.
