The GEF Small Grants Programme (SGP) is seeking a non-profit, non-governmental, civil society partner, including a university or research institute, to collaborate in the provision of global technical advice and support in the development and implementation of behaviour change activities in plastics and waste management.

The principles under which this call for proposals will operate are based on the interests of fairness, transparency and integrity. This modality is recommended as the most appropriate solicitation method for announcing grants available under the competitive selection method. The selection will be made by a committee whose decisions will be final. Eligible entities wishing to obtain further information on their bids may follow the UNOPS notice on this call for proposals.

The selected partner organisation must have a track record in behaviour change research and application. There is a need to transfer world-leading knowledge in this area to national and local action, and to support the testing, monitoring and refinement of tools, methodologies and processes for behaviour change initiatives.

As part of the SGP's 7th operational phase, one of the key strategic initiatives focuses on chemicals and waste management and the promotion of sustainable urban solutions, including plastics management. The SGP is working closely with the relevant GEF Secretariat team, the UNDP plastics offer and other partners on this issue. Plastics have become an integral part of our daily lives: the packaging industry is the most intensive user of plastics, but agriculture, textiles, transport and consumer products also have a plastic-filled supply chain.

Information on financing

The grants available for the activity amount to a maximum of USD 150,000, with an expected duration of 18 to 24 months.

Eligible activities

  • The main activities of this programme include
    • Long-term clean-up campaign local to global clean-up of society as a whole (for example, a clean-up day replicating the Rwandan model) that is sustainable and leads to a change in behaviour. Aim to eliminate 100,000 tonnes of plastic waste from the environment.
    • Science : connect citizen science, universities and the global data platform to collect site-specific national data with global presentation and consolidation, including an alternative to plastics (connect ten national universities to a global research institute on a global platform, connect citizen science to the scientific community )
    • Politics : national policy dialogues linked to the negotiation of global legal instruments
    • Behaviour change : development/implementation of a methodology, questionnaires and research to monitor behavioural change.
  • Specific activities
    • Specific activities to be carried out as part of project proposals should be clearly outlined in the proposal. These activities can be further developed during the project planning and inception workshops.
    • Development of a global framework strategy and Planon Plastics and behaviour change
    • Technical guidance notes, tools, training and capacity development
    • Knowledge management, learning and networking
    • Monitoring, evaluation and reporting

Area of work

  • SGP is developing a global plastics and behaviour change programme in ten communities and cities in ten countries, targeting the following behaviours:
    • Government : Improved policies and regulations (bans, import restrictions and fiscal/monetary policies). Organise national plastics policy working groups.
    • Private sector : responsible production, better design and paying for pollution. Plastics data/information (PlasticsApp). Develop a plastics application to analyse the sources, quantities and types of plastics.
    • Company No litter, improved waste collection and management. Whole of Society Clean-up (an integrated cleaning and waste management plan). Monthly clean-up day.

Eligibility criteria

  • A not-for-profit entity (universities, research institutes or non-governmental organisations) with proven expertise and experience in behaviour change research, experimentation and practice.
  • Ability to develop tools, training and communication materials to strengthen the capacity of partner universities/entities to undertake a coherent behaviour change experiment/project.
  • Experience in organising training courses, workshops and meetings to transfer knowledge and facilitate learning and sharing.
  • Knowledge of plastic and waste management issues and how human behaviour has affected environmental protection.
  • Ability to work with a diverse international team and understanding of the context in developing countries.
  • Experience in developing and implementing development projects.
  • Experience in plastics/waste management, oceans, chemicals and waste is highly desirable.
  • Adequate administrative staff and proven experience in administering similar grants.
  • Other critical considerations.
    • No sub-tuning allowed.
    • Past performance will be taken into account when selecting the most appropriate proposal.
