The Transparency Initiative for Climate Action (TICA) has announced a call for proposals as part of the "Development of a Guide on Managing Transparency for Just Transitions" to support the management of transparency for just transitions and equitable climate action, and enable the integration of these data into MRV countries / Transparency Frameworks.


Objectives

The guide will help development better integrate just transitions into climate policies and actions, so that they lead to positive impacts on livelihoods and communities. The guide will enable users to define appropriate indicators and data sources and to carry out evaluations of climate actions. It will provide clear and user-friendly guidance that will facilitate the inclusion of just transitions in policy planning and development as countries transition to low-carbon and climate-resilient economies, including the engagement of related stakeholders.

A second objective will be to provide technical support to at least one country that has asked ICAT to help it develop a framework for assessing the just transitions aspects of some of its key climate policies and actions, particularly those in its revised NDC. The recipient will be asked to provide technical advice and support to a team of national experts who will be hired separately using ICAT funds and will operate under the leadership of a representative of the host country government. Support and training of a wider set of in-country stakeholders may also be required. The proposal may also include the identification of an additional country where such an application could be considered.

Duration

The beneficiary is expected to commence operations in January 2022 and complete the works within 12 to 18 months. The beneficiary must include indicative timescales for the works in its proposals.

Expected results

The selected beneficiary must :

  • Develop a guide to support transparency management of just transitions and equitable climate action and related processes; and
  • Support national processes through technical advice and training in at least one country in the development of a framework to assess the just transition aspects of some of its key climate policies and actions, in particular those in its revised NDC.
Activities

All activities will be carried out in close collaboration coordination with and based on instructions from the ICAT Secretariat. Deliverables are subject to review and approval by the ICAT Secretariat and other experts.

Criteria
  • Upon opening of proposals, UNOPS will conduct a preliminary review of proposals to confirm that all documents and technical information requested in this RFP have been provided, and UNOPS will assess the completeness of each document submitted.
  • UNOPS may, without further consultation with the applicant(s), reject any proposal during the preliminary review phase that does not comply with the formal eligibility requirements set forth in this call for proposals.
  • Proposals that are incomplete or contain significant deviations or reservations from the terms of the Grant Agreement and its General Conditions may, at the absolute discretion of UNOPS, be rejected or excluded from further consideration at any time during the evaluation, including after the preliminary review.
