Every year, the Romanian government, through the Ministry of Foreign Affairs, offers a number of scholarships to citizens of third countries.
What level of study does the scholarship cover?
Scholarship applicants may choose from one of the following three study cycles at accredited higher education institutions in Romania:
- licence: the Bachelor's degree programmes are aimed at graduates of secondary school or pre-university studies, on completion of which they have obtained a baccalaureate or equivalent, as well as candidates applying to continue their university studies in Romania. The full programme lasts between 3 and 6 years, depending on the specialisation, and culminates in a bachelor's degree examination;
- master : Master's programmes are aimed at undergraduate students, last 1, 1.5 or 2 years and culminate in the examination of the thesis;
- Doctorate: the Doctoral programmes are aimed at graduate or equivalent students and take place over a period of 3 to 5 years, depending on the profile of the faculty chosen, and culminate in the presentation of a doctoral thesis. Admission to the doctoral programme and the award of a scholarship are subject to an entrance examination.
Benefits
- Bursary recipients benefit from facilities following :
- exemption from payment of registration fees or any other fees required for processing applications, Romanian language proficiency tests, the doctoral entrance examination and specific aptitude tests;
- funding of tuition fees for the Romanian language preparatory year;
- finance the tuition fees for the studies themselves, but no more than the duration of a university cycle, corresponding to the programme of study followed
- receive a monthly grant for students enrolled in the Romanian language preparatory year;
- receive a monthly grant for students enrolled in a bachelor's, master's or doctoral programme, but for no longer than the duration of a university course;
- financing the cost of accommodation in student dormitories, as part of the grant allocated in the Ministry of Education budget;
- medical assistance in the event of medical and surgical emergencies and diseases with endemic or epidemic potential, in accordance with the legislation in force;
- Reductions for local travel, within and between towns (local, land, sea and underground public transport, as well as national road, rail and sea transport), under the same conditions as those offered to Romanian students, in accordance with the legal provisions .
- These facilities are granted throughout the study period, as follows:
- for students enrolled in the Romanian language preparatory year, for the duration of the course ;
- for students enrolled in Bachelor's and Master's programmes, during the academic year and on public holidays, but not during the summer holidays. In the case of summer academic activities or specific legal provisions, the rights also apply during the summer holidays;
- for doctoral students enrolled in full-time training, throughout the calendar year ;
- A further 30 days after completing at least one year's university studies.
What is the language of study? Scholarships for non-EU citizens
- In order to promote the Romanian language and culture, beneficiaries of grants awarded by the Romanian State for undergraduate and master's studies study only in Romanian. The exception is for doctoral scholarship holders, who may opt to study in Romanian or in a foreign language determined by the doctoral school. For candidates who do not speak Romanian, a preparatory year for studying Romanian is granted before the actual university studies, with the exception of doctoral scholarship holders who have opted for the form of teaching in a foreign language set by the doctoral school. the school.
- The following categories of people are exempt from enrolling for the Romanian language preparatory year:
- those who present Romanian study documents (diplomas or certificates) or study documents, school records attesting to at least four consecutive years of study in Romanian in an educational unit/institution of the Romanian national system;
- those who, in order to enrol in university education, pass the Romanian language test, organised in accordance with the regulations in force;
- those who, in order to enrol in university education, present a certificate of linguistic competence in Romanian, minimum level B1, issued in accordance with the regulations in force.
Who qualifies?
To be eligible for the scholarship, applicants must:
- submit a full application;
- present study documents issued by accredited/recognised educational establishments in the country where they were issued;
- respect the registration deadline;
- have good results in education, respectively an average of the years of study, for the last school graduated of at least 7 (seven) corresponding to the grading system in Romania or the score "Good", as the case may be;
- comply with the application submission methodology.
Eligibility criteria Scholarships for non-EU citizens
Foreign citizens of all non members in the EU, with the following exceptions:
- citizens of Romanian origin or who are part of historic Romanian communities close to Romania (entitled to various scholarship programmes);
- citizens who have applied for or acquired a form of protection in Romania;
- stateless persons whose stay on Romanian territory is officially recognised in accordance with the law ;
- members of the diplomatic and consular corps or members of the family of the diplomatic and consular corps accredited in Romania ;
- members of the administrative and technical staff of diplomatic missions and consular offices accredited in Romania ;
- staff members of international organisations based in Romania or family members of staff members of international organisations based in Romania;
- recipients of a Romanian state scholarship for the same course of study.
