The U.S. Department of State's Bureau of Energy Resources (ENR) is announcing the opportunity for organizations to submit applications to carry out the Accelerating Women's Empowerment in Energy (AWEEA) program by providing a convening forum and workforce development activities to support the empowerment and development of women currently working or seeking work in the clean energy sector in order to overcome historical gender-based marginalization.


Objectives

  • The objectives of AWEE are :
    • Identify barriers to entry, promotion and retention of women in the energy sectors as well as general challenges faced by women working in the sectors in the target countries by facilitating and organising formal dialogues (e.g. gender-based marginalisation, discrimination, gender-based violence, etc.)
    • Develop strategies and policy options designed to remove barriers to entry, promotion and retention.
    • Increase the participation, promotion and longevity of women in the workforce and their ability to assume leadership positions in the energy sector.
    • To improve the capacity of women to assume leadership positions in the energy sector by teaching them the managerial and technical skills needed to thrive.
    • Demonstrate the US government's commitment to gender equity and equality in the energy sector globally.

Programme objective Women's empowerment in the field of energy

  • The successful transition to a global clean energy economy will depend on the participation and leadership of women in the energy sector.
  • The overall objective of this Cooperative Agreement (CA), funded by the US Department of State's Gender Equity and Equality Action Fund (GEEA) for FY 2021 and implemented by the US Department of State's Bureau of Energy Resources (ENR), is to support the empowerment and professional development of women currently working or seeking to work in the clean energy sector in order to overcome historical gender-based marginalisation and to increase women's participation in the clean energy workforce of the target countries.

Target countries include high-emitting countries in sub-Saharan Africa. The award recipient may also include an additional high-emitting target country and/or countries with significant gender gaps in the sector or where overall gender inequality is prevalent for a total of up to three countries, of which at least one must be in sub-Saharan Africa. Africa. The award recipient will strive to include target countries where programming will avoid overlap with other donor-funded gender equity and equality efforts in the energy sector.

  • The Department of State will make an award to the candidate whose nomination represents the best value to the U.S. government based on technical merit, effective use of U.S. government funds, and satisfactory organizational capacity.
  • The Department of State reserves the right to make an award on the basis of the initial application received with or without discussion or negotiation.
  • Therefore, applications must contain the best conditions of the applicants, both from a cost and technical point of view.
  • Applicants must demonstrate expertise in training people from diverse backgrounds.
  • Candidates should also demonstrate a thorough understanding of a wide range of governance structures.
