The AF-EC-UNDP Innovation Small Grant Aggregator Platform (ISGAP) is designed to support the development, dissemination and evidence-building of innovative adaptation practices, tools and technologies in developing countries. The ISGAP programme is designed to provide 20 to 30 small grant funds directly to local entities (i.e. programme beneficiaries).
Scope of work
The contracted NGO/CSO shall provide global investor connection and investor awareness support to the ISGAP project. The contracted NGO/CSO is expected to achieve the following results by 2022:
- Provide social investors with the resources they need to make the right financing decisions to support adaptation investments
- Three to four meetings focusing on how the private sector can help bridge the adaptation finance gap and support locally-led adaptation solutions. The meetings will be organised in/for different markets in the South - Asia, Africa and Latin America and can be held virtually or physically, depending on investor preference and time zones. Lessons learned will be documented in a report to the PNUDEngage family investment offices, philanthropy and corporate foundations to support adaptation innovations; linking them with ISGAP project beneficiaries.
- Contribute to or partner with the UNDP to organise an annual event to connect investors (public and private) for project beneficiaries
- Mobilise private sector capital at matchmaking events to provide scale-up or co-financing opportunities for ISGAP project beneficiaries
- Organise an event to connect with investment in adaptive innovation, where family investment offices, philanthropy and corporate foundations can connect directly with the innovative solutions of UNDP beneficiaries, ideally at a major Global South conference/event.
Objectives
The main objective of this mandate is to codify, document and disseminate the lessons learned from the project leading to the adoption or replication of the innovations introduced by the project with global local entities through :
- Providing social investors with the resources they need to make the right financing decisions to support adaptation investments.
- Engage family investment boards, philanthropy and corporate foundations to support adaptive innovations, linking them with ISGAP project beneficiaries.
- Mobilise private sector capital at matchmaking events to provide scale-up or co-financing opportunities for ISGAP project beneficiaries.
Information on funding for civil society organisations
- Proposals must be for a maximum all-inclusive amount of USD 80,000.
- The amount requested in the proposal must be proportionate to the organisation's administrative and financial management capacity. In principle, the duration of the contract will not exceed 1 year. The proposed administrative cost should not exceed 6 to 8 %.
Final beneficiaries civil society organisations
The contracted CSO must provide the global investor connection and support investor awareness of the ISGAP project.
Duration
The overall timeframe for the works is one year from the signing of the contract, with a maximum completion date of April 2023. Extensions to the deadline, if deemed necessary, can only be granted by means of an extension to the agreement. The urgent cases that could justify delays in the work are mainly due to safety reasons, conflicts in the areas where the work is to be carried out and extreme weather conditions.
Qualifications
- Minimum qualification criteria (pass/fail) :
- At least 5 years' relevant experience in implementing international development projects (pass/fail).
- Valid certificate of incorporation and registration (pass/fail).
- Project Development Coordinator :
- Education: Minimum Master's degree in a relevant field, environmental science, climate change or international development (Pass/Fail).
- Experience: Minimum 7 years (demonstrable experience) in coordinating similar assignments in terms of complexity, scope of work and/or geographical coverage (pass/fail).
- Proposals will be evaluated according to the following criteria:
- Sound technical proposal including innovative and replicable inclusion mechanisms to maximise the transfer of value to beneficiaries.
- High-impact interventions targeting and responding directly to the needs set out in the terms of reference (ToR).
- The amount of the budget requested is proportionate to the organisation's proven administrative and financial management capacity.
- Participatory monitoring and evaluation, which will help to create a sense of ownership among the beneficiaries, thereby promoting the sustainability of the interventions.
- Experience:
- Proven experience in brokering and facilitating investments in Northern and Southern markets.
- Proven network partners in Africa and Latin America covering investors across the capital continuum.
- Proven experience in investor awareness and capacity building in Northern and Southern markets.
- Established network and understanding of impact organisations and ecosystem development, including a strong network and solutions pipeline on climate mitigation and adaptation across Pan-Asia.
- Proven experience in matching social players with investors, through live bid-sharing sessions for investor-ready solutions.
- Research capacity for knowledge management.
- Ability to mobilise philanthropists, wealth owners, foundations and family offices, and to organise global events.
- Previous cooperation/experience with United Nations organisations and/or international NGOs.
- Previous cooperation with United Nations organisations and international NGOs is desirable.
- Key personnel: Availability of a focal point, facilitators and qualified support staff to ensure coordination with the ISGAP Project Management Unit and facilitate the implementation and monitoring of activities.
