The United States Agency for International Development (USAID) is seeking applications for cooperative agreements from qualified entities to implement the Resilient Education for Crisis Affected Children program in Burkina Faso.

The goal of the Resilient Education for Crisis-Affected Children activity is to increase primary school completion rates, particularly for displaced and host community learners who have been marginalised due to conflict and crisis conditions, with improved life skills and well-being, even in the face of shocks and stressors. A disproportionate number of Burkinabe children of primary school age are unable to complete their primary education and receive a quality education, making it difficult for them to acquire basic skills. Insecurity, displacement and climatic risks further exacerbate the poor educational conditions of learners in host communities and displaced persons. This activity was designed to support the Government of Burkina Faso's Education Sector Plan (2017-2030).

Priorities

The activity also advances the following USAID education policy priorities:

  • Children and young people, especially the most marginalised and vulnerable, have better access to quality education that is safe, relevant and promotes social well-being.
  • Children and young people develop fundamental literacy, numeracy and social-emotional skills that are essential for future learning and success.
Information on funding
  • USAID intends to award one (01) cooperative agreement pursuant to this Notice of Funding Opportunity. Subject to the availability of funds and at the discretion of the Agency, USAID intends to provide $20,000,000.00 in total USAID funding over a five (05) year period. The activity will be implemented in Burkina Faso.
  • The total grant amount of USD 20,000,000.00 includes an amount of USD 3,000,000.00 set aside for a crisis modifier that allows the implementer to undertake additional early action or shock response in the event of a projected or actual shock.

  • Improved retention of host community learners and displaced learners in schools
  • Improving teacher well-being and skills to provide quality teaching that improves basic skills and student well-being (reading, maths, SEL)
  • Increased community involvement in access, safety and management of schools
  • Increased capacity of regional and sub-regional education authorities to monitor, analyse and respond to emerging crises affecting schools, teachers and learners
Geographic scope
  • USAID/Burkina Faso seeks to support programs that can achieve results under this activity in selected urban and peri-urban communities with large numbers of displaced learners. The activity will operate in the North and Centre-North regions with the potential to expand to other regions depending on need and operational capacity.
  • To the extent possible, this activity will overlap in communes with other USAID activities and investments in governance, food security, and health. In order to extend the reach of USAID's support to the education sector in Burkina Faso, this activity will be implemented in communes that complement, not overlap with, the Education Cannot Wait program implementation area.
Eligibility criteria
  • Qualified U.S. and non-U.S. organizations (other than those from countries subject to foreign policy restrictions) are eligible to apply under this NOFO. Potential for-profit applicants should note that profit, which is any amount in excess of eligible direct and indirect costs, is not an eligible cost for USAID assistance grant recipients and cannot be part of the activity's budget.
  • Eligibility for this NOFO is not restricted.
  • USAID welcomes applications from organizations that have not previously received USAID funding. Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with U.S. government standards, laws and regulations. The successful applicant(s) will be subject to an accountability determination assessment (including possible pre-award investigation) by the Agreement Officer (AO).
  • The recipient must be a responsible entity. The AO may determine that a pre-award investigation is necessary to conduct a review that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills - or the ability to obtain them - to achieve the program objectives and comply with the terms and conditions of the award.
  • USAID welcomes applications from organizations that have not previously received USAID funding. Faith-based organizations are eligible to apply for federal funding just like any other organization and are subject to the protections and requirements of federal law.
  • Organisations may only submit one application under this NOFO.
