Enabling civil society to participate in development cooperation and humanitarian aid

Project activities

ICNL is seeking proposals to implement the OECD DAC Recommendation on Civil Society Participation in Development Co-operation and Humanitarian Assistance to expand civic space and empower civil society in partner countries and territories through engagement with donor governments, partner governments, civil society and other stakeholders.

Activities that can be supported include (but are not limited to):

  • Organise consultations with civil society partners and donor government representatives to discuss the challenges of local civic space and how donor government programmes and priorities can better address these challenges;
  • Using the recommendation as a guide, conduct a mapping and assessment of donor programmes in the country, in order to identify gaps and opportunities for civil society participation in development cooperation and humanitarian aid programmes;
  • Work with partner government development agencies to incorporate the principles of the Recommendation into national development strategies, policies and programmes, including increasing opportunities for civil society participation in the creation and implementation of strategies and programmes;
  • Convene civil society partners and other stakeholders to conduct a needs assessment of local civic space challenges and priority areas for improvement, and to develop and implement coordinated strategies to apply the principles of the Recommendation to address these challenges and priority areas;
  • Organise training and develop information materials to raise awareness of the Recommendation among civil society partners and the opportunities to deploy the Recommendation in civil society programmes and initiatives; and Build and expand CSO coalitions to improve the self-governance and capacity of the civil society sector, including through the implementation and promotion of self-regulation, transparency and accountability mechanisms.

Proposals may combine several elements, i.e. engagement with donor governments, partner governments, civil society and other stakeholders. Where appropriate, ICNL may be able to facilitate contacts with selected donor governments to take forward the proposed engagement on the recommendation. All project activities must be completed by 15 November 2022.

Eligibility criteria

  • This call for proposals is open to national civil society organisations located in countries currently on the DAC list of ODA recipient countries.
