This is a two-phase call for proposals. In the first phase, only concept notes must be submitted for evaluation. After evaluation of the concept notes, including the admissibility of the applicants, the shortlisted applicants will be invited to submit a proposal. Subsequently, the evaluation of the proposals actually received from the applicants will be carried out for the pre-selected applicants.

Burkina Faso is a country whose natural ecosystems are being severely degraded as a result of climate change and human activity. Demographic growth is putting increasing pressure on these ecosystems, which are vital to the survival of the Sahelian population. To support the growing needs of the population and move towards food self-sufficiency, new arable land has to be found, often at the expense of plant cover, leading to soil erosion and desertification. Over 30% of the national territory is affected by land degradation. Every year new areas are degraded, and if nothing is done to reverse the trend there will soon be no productive land left, which will affect 80% of the population, whose main activities remain agriculture and livestock farming.

By ratifying the 3 Rio conventions (biodiversity, climate change, combating desertification), Burkina Faso has also made commitments (National Determined Contribution (NDC), Land Degradation Neutrality (LND), Integrated Water Resources Management (IWRM), etc.). In addition to these commitments, there are initiatives at continental and national level to help combat desertification and improve the resilience of communities in the Sahel (Great Green Wall for the Sahel and Sahara initiative). Through its Thematic Portfolio Climate in the Sahel (PTCS) - Burkina Faso component, Enabel would like to contribute to the Agenda 2030 sustainable development goals on the one hand, and to the country's various climate commitments (CDN and NDT) on the other, as well as to the pillars of the Great Green Wall in Burkina Faso. The overall objective of the Burkina Faso component of the PTCS, to which this call for proposals relates, is to improve the integrated management of natural resources and restore the natural ecosystems of the Sahel in a sustainable manner in the fight against desertification and the negative consequences of climate change, in order to strengthen the resilience of the population of the Sahel living in vulnerable circumstances in 13 communes1 of the Centre-North, Central Plateau and Centre-East regions. This national component of the PTCS is based on two (02) specific objectives and six (06) results:

Specific objective 1: Local stakeholders manage and use the natural resources of their territory in a sustainable and inclusive way by acting on the major causes of desertification
and the negative consequences of climate change in the Centre East, Central Plateau and Centre North regions;
- Outcome 1: Governance of natural resources is improved through participatory and inclusive planning of land use and water resources, secure access to water and sanitation, and improved management of natural resources.
and support for community mechanisms;
- Result 2: Local stakeholders commit to restoring degraded land and managing ecosystems sustainably;
- Result 3: Local stakeholders adopt agro-ecological practices and promising sectors (such as NTFP sectors) are promoted for the benefit of vulnerable populations;
- Result 4: Local stakeholders implement support and conservation measures for surface and groundwater based on the principles of integrated water resource management;
- Specific objective 2: Collaboration and the sharing of information and expertise between Burkina Faso's national and regional stakeholders are strengthened to effectively combat the
desertification and the negative causes of climate change and contribute to the sustainable management of Sahelian ecosystems;
- Result 5: National stakeholders have strengthened capacity to monitor and evaluate CDN and NDT plans and to mobilise climate funds;
- Result 6: The commitment of civil society and research to combating land degradation and climate change is strengthened.

The action proposed under this call for proposals will take account of large-scale initiatives by other actors in the centre-north, central plateau and centre-east regions in order to develop synergies or even complementarities likely to have a greater impact. It will also take into account possible synergies and complementarities with certain interventions in Belgium's 2019-2023 bilateral portfolio on themes related to the green economy, financial and non-financial services, fragility, capacity building, justice and community policing.
