Call for expressions of interest for a local knowledge partner in the Sahel

The Global Fund for Community Engagement and Resilience (GCERF), in collaboration with the Sahel Regional Funding Panel (RFP), is pleased to announce a Call for Expressions of Interest (EOI) for academic institutions, research centres, think tanks and non-profit organisations in Burkina Faso, Mali, Mauritania and Niger to become a GCERF Local Knowledge Partner (LKP) through the GCERF Core Funding Mechanism (CFM).

Area(s) of interest

The LKP will assume a core function in GCERF Sahel programming with the overall objective of supporting the GCERF portfolio in monitoring and evaluation, knowledge management and research for the GCERF Sahel portfolio, strengthening the production and consumption of evidence by internal and external stakeholders.

Priority interventions - community involvement resilience...

The priority interventions identified are as follows:

  • Improving the social ecology to create conditions conducive to prevention and building resilience :
    • Supporting resilient pastoralism;
    • Supporting the prevention and management of rural land disputes;
    • Supporting the development of resilient and decent economic opportunities through revolving fund programmes, vocational training and work placements;
    • Support equitable and gender-sensitive access to vocational training and seed funding;
    • Inter- and intra-community dialogue at social, religious and political levels.
  • Facilitate community-led rehabilitation, disengagement and (re)integration, including of people disengaging from non-state criminal, armed and violent extremist groups:
    • Promoting pro-social interactions;
    • Creating spaces for disengagement through community awareness-raising;
    • Improving the dynamics hindering the (re)integration of displaced communities and ex-combatants;
    • Providing psychosocial and economic support to victims of violent extremism.

Information on funding

  • GcERF expects to sign grant agreements with the LKP by the end of the third quarter of 2022. GCERF will use the Core Funding Mechanism (CFM) to provide the grant. The grant is expected to be approximately USD 750K.
  • The grants will last no less than 36 months and no more than 48 months.

Capabilities - community involvement resilience...

  • In-depth knowledge of M&E methodologies and tools.
  • Experience and skills in M&E capacity building (e.g. workshop facilitation and mentoring).
  • Experience of carrying out third-party monitoring and external evaluations, particularly on projects linked to Peace and/or P/CVE.
  • Expert understanding of current trends and challenges in P/CVE in the Sahel and community approaches to programming and implementation.
  • In-depth knowledge of the Sahel.
  • Excellent skills in French, English and the local language.
  • Ability to write concise reports and communicate clearly (including visualisation of results and findings where possible).
  • Ability to interact sensitively and effectively with a range of stakeholders and customers.
  • Experience of working with civil society organisations is extremely relevant.
  • Experience of working with governments and multilateral organisations similar to the GCERF is an added advantage.
  • Experience of publishing reports (evaluations, research) is important.
  • Physical presence in the Sahel through the organisation's head office or local offices in the countries concerned.

Prerequisites

  • Appropriate legal registration of the consortium leader in one of the four countries targeted by this call.
  • Willingness to accept and fulfil the role of a local knowledge partner.
  • The main beneficiary must be a not-for-profit organisation.
